The Terminal Management Office of Opol under the Port Management Office of Misamis Oriental/Cagayan de Oro prepares for the transition of the management and operation of cargo handling and other port-related services of the Port of Opol after the Php 555-million terminal management contract was awarded to Joint Venture of Globalport Terminals, Inc. and Globalport Ozamis Terminal, Inc.
Through the Notice of Award signed by Joint Venture of Globalport Terminals, Inc. and Globalport Ozamis Terminal, Inc. on 13 November 2023, the said port terminal management operator through its joint venture company, the Globalport CDO Terminal, Inc., enters into a 15-year concession contract for the management and operation of the Port of Opol that covers the following: ancillary and other related services, bagging services, berthside operations, stevedoring service, storage management, waste and shore facility management, and water distribution services.
To ensure continued and uninterrupted provision of port services pursuant to PPA Memorandum Order No. 09-2021 on the implementation of Port Terminal Management Contract (PTMC), the PMO undertakes the necessary preparations for the turnover through the creation of a Transition Committee per PMO Special Order No. 034-2024 dated 09 January 204. The Transition Committee shall be responsible for the coordination and conduct of meeting for the proper turnover of applicable port facilities and services; preparation of inventory of port facilities and asset registry of the subject port; provision of necessary assistance to the incoming Port Terminal Management Operator prefatory to the turnover pending the execution of PTMC and the issuance of the Notice to Proceed; and to implement the PTMC in accordance with the provision thereof.
The PMO conducted a coordination meeting on 17 January 2024 with the representatives of Joint Venture of Globalport Terminals, Inc. and Globalport Ozamis Terminal, Inc. and representatives from the outgoing cargo handling operator, Oroport Cargo Handling Services Inc., for the presentation of the list of existing PPA facilities within the concession area of Opol Port, the Port Land Use Scheme (PLUS), port infrastructure projects, among others, and to address inquiries, issues and concerns of the incoming port terminal operator.
This major undertaking is in line with the PPA’s Port Terminal Management Regulatory Framework (PTMRF) which aims for privatization of management and operations of all PPA ports towards encouraging private sector participation in port operations to provide higher quality services, ensuring provision of efficient port management and other related port services, improving the environmental and social impact of port operations, among other objectives.
