The Port & Maritime Management Advisory Council (PMMAC) and the Port Security Advisory Council (PSAC) of PMO Misamis Oriental/Cagayan de Oro convened the First Quarter PMMAC & PSAC Meeting via Zoom online platform/application on 14 March 2024.

The meeting was co-chaired with the Maritime Industry Authority X (MARINA RO10) and the Philippine Coast Guard District of Northern Mindanao (CGDN). The meeting was well attended by the representatives from the different shipping line companies, cargo handling services providers, harbor pilots, port locators, Philippine National Police, National Intelligence Coordinating Agency (NICA-10), and other port stakeholders and law enforcement agencies.

The Port Police Division presented the preparations that this PMO will undertake for the upcoming Semana Santa 2024 which will start on Mach 24, 2024 until March 31, 2024. Recognizing the potential for congestion and queuing, the Port Police Division outlined operational strategies to ensure the safety, security, and convenience of sea travelers in collaboration with various LEUs operating within the port, maritime agencies, and other port stakeholders. All ports under PMO-MOC were placed on Heightened Security Alert status during the aforesaid period.

The PMO also invited personnel from the Regional Intelligence Division, PNP Police Regional Office – 10 in the person of PMAJ MELISA JOY P HASIGAN, Chief for Counter Intelligence and Security Section as the resource person to deliver a briefer relating to the security threats in Region – 10. Said briefing had apprised the body on the recent security situation in the region specifically on areas where ports under PMO-MOC have been situated.

In the PMMAC port operations breakout room, concerns that were discussed and resolved are the need to adapt the stacking of empty containers at 4-high to free up some storage space as the port is experiencing yard congestion. The load-bearing capacity, availability of equipment to stack at 4-high, and the proper and safe stacking were considered before a motion that was duly seconded to adapt the same.

On the other hand, PPD presented the Memorandum issued by the Port Police Department dated 27 February 2024 relative to the request of PNP Maritime Group and other LEAs to conduct Security Survey and Inspection and other related activities in ports under PPA as well as the latest Transportation Security Alert Advisory 2024-03 on terror threats to transportation security issued by the Office for Transportation Security. Further, PPD presented the cases handled by the Investigation and Intelligence Section of PPD, PMO-MOC for the 1Q of CY-2024.

The meeting has gained the commitment of PNP, PDEA, Task Force ORO, and PCG to deploy their respective personnel and K9 units during the Oplan Semana Santa 2024 period to provide additional police visibility and to augment existing security screening protocols of ports under this PMO. They likewise assured their continued support and assistance to intensify the security of the port and during occurrences of any eventualities.
