The Port Management Office of Misamis Oriental/Cagayan de Oro (PMO MOC) has conducted a comprehensive orientation program for its Contract of Service (COS) personnel at GAD Hall Building 2 on April 05 and April 18, 2024 consisting of 2 batches.

Under the guidance of Presidential Decree 857 (PD 857), which delineates PPA’s mandate in managing and developing ports, and Republic Act 6713 (RA 6713), which sets ethical standards for public officials and employees, COS personnel received thorough training on their roles, responsibilities, and obligations as representatives of the PPA.

A key component of the orientation program was Maritime Security Awareness Training, aimed at fortifying COS personnel’s ability to identify and respond to security threats effectively. This training underscores PPA’s commitment to safeguarding port facilities, vessels, and cargo, thus enhancing national security and resilience in the maritime domain.

Furthermore, COS personnel were immersed in Basic Port Operations training, where they gained insights into port infrastructure, procedures, and safety protocols. This foundational knowledge is crucial for ensuring smooth and efficient port operations, minimizing disruptions, and optimizing the flow of maritime activities.

In line with the government’s thrust towards improving the ease of doing business, PPA emphasized the importance of customer-centric services and streamlined processes during the orientation program.To ensure compliance with contractual obligations and regulatory standards, COS personnel were briefed on PPA Memorandum Circular 15-2021 (PPA MC 15-2021). This circular provides guidelines on COS contracts, including provisions related to official working hours, overtime, and daily time record requirements. Adherence to these guidelines promotes fairness, transparency, and adherence to labor standards.

During the orientation, COS personnel also received guidance on managing their official working hours, including procedures for overtime requests and the importance of maintaining accurate daily time records. This emphasis on accountability promotes work-life balance, prevents exploitation, and upholds labor rights within the PPA workforce.

PPA underscored the importance of adherence to contractual obligations and regulatory mandates, highlighting that non-compliance may result in penalties as stipulated in COS contracts or relevant policies. Rigorous payroll systems were also emphasized to ensure accuracy, timeliness, and fairness in the disbursement of salaries and benefits to COS personnel.
