The Port of Cagayan de Oro conducted its first OSS International Crew Change operations on Saturday, 11 June 2022 for MV ITALIA STREAM with thirteen (13) embarking crew (onsigners) and fifteen (15) disembarking crew (offsigners), nearly two weeks after its activation.

Representatives from OSS member-agencies gathered as early as 7:30 in the morning to cater to onsigners of MV ITALIA STREAM, which arrived in the afternoon of 10 June 2022, including the  Bureau of Customs (BOC), Bureau of Immigration (BI), Bureau of Quarantine (BOQ), Overseas Workers Welfare Administration (OWWA), Marine Industry Authority (MARINA), Department of Health (DOH), Philippine Coast Guard District Northern Mindanao (CGDNM), Office of Civil Defense (OCD), PNP-Regional Maritime Unit (PNP-RMU) and Cagayan de Oro City Police Office (COCPO).

Prior to embarkation, onsigners stayed at the DOH-accredited facility for health monitoring and quarantine as they wait for their COVID-19 test results. They were then escorted by the COCPO police officers on their way to the CDO Port. Assisted by their licensed manning agency Reefer Express Line Filipinas Inc., the onsigners presented their documentary requirements to the CIQ authorities upon arrival at the OSS Facility for final review and evaluation before embarkation. Subsequently, they were transported to their vessel via tugboat M/T BUSCO and escorted onboard by the BOC, PCG and PNP-RMU.

Meanwhile, offsigners underwent triage procedures conducted by the BOQ onboard vessel upon arrival at anchorage. Through M/T BUSCO and with assistance from the PCG, they were transported to the port area where personnel from the PNP-RMU escorted them to their designated vehicles and made their way to the accredited facility for standard quarantine and testing procedures under monitoring by the DOH and COCPO personnel to ensure compliance with minimum public health protocols. As of today, the seafarers are still at the accredited quarantine facility and will be allowed to proceed to their respective homes/countries upon release of negative COVID-19 results.

After the successful crew change operations, MV ITALIA STREAM set sail from the Port of Cagayan de Oro on 12 June 2022 at 2:40 in the morning, bound for its next port in the California, USA. —BCAcedera
