The Port Management Office of Misamis Oriental/Cagayan de Oro (PMO MOC) took part in the WISE Oil Spill Response Exercise Tier 2 2025-01 held today, April 30, 2025, at Berth 10, Cagayan de Oro Port. The drill simulated a Tier-2 Oil Spill Incident from the Tanker M/T TANKEE.

PMO MOC personnel observed in the event, including Chief Safety Officer Ryan P. Nalzaro, the Environmental Specialist, Terminal Supervisor Jonathan T. Saliring, and Station Commander Medardo Sosobrado, alongside staff from OPM, PSD, and PPD divisions.

Within 10 minutes of the simulated spill, two tugboats, Limay and Charger, arrived to initiate containment. Using a 750 mm inflatable oil spill boom measuring 250 meters, the tugs established a U-shaped formation to contain the oil slick before transitioning to a J-formation to guide the oil toward the recovery point beside Tugboat Limay.

A spreader arm on Tug Limay simulated dispersant spraying (using seawater), followed by the deployment of a skimmer to recover surface oil, which was then transferred into Intermediate Bulk Container (IBC) tanks. A rubber boat remained on standby for boom adjustments and potential man-overboard incidents. Onshore, recovered oil was handed over to a licensed waste disposal contractor for proper treatment.
A debriefing at Pearlmont Hotel followed the exercise, where participants discussed outcomes, noted areas for improvement, and shared recommendations to further strengthen maritime environmental protection efforts. This annual exercise reaffirms PMO MOC’s ongoing commitment to maritime safety, environmental stewardship, and collaborative emergency response.
