In consonance with the provisions of RA No. 11469 or the “Bayanihan to Heal As One Act,” particularly on measures to ease the burden of individuals under the community quarantine, the Port Management Office of Misamis Oriental/Cagayan de Oro adopted interim guidelines and policies from the PPA Head Office which aimed to provide temporary economic relief and mitigate impact of the COVID-19 pandemic to port stakeholders.

 

Extension of Validity of PPA Approvals Permit

As alternative work arrangement has been implemented in the PPA Head Office as a result of the ongoing community quarantine in the National Capital Region which consequently affects the processing of applications for the issuance of permits/certificates/authorizations, series of extension on the validity of PPA approvals or permits were granted to port stakeholders.

From first extension of validity up to 31 July 2020, all pending applications for accreditation and Permit to Operate (PTO) received by the PPA/Port Management Office prior to or after March 15, 2020 are deemed approved for the purpose of doing business in the ports under PPA’s jurisdiction, to be valid until September 30, 2020, under the latest PPA Memorandum Circular No. 33-2020. Furthermore, the Hold Over Authority (HOA) to operate Cargo Handling (CH) services that expired or are expiring during the Enhance Community Quarantine (ECQ) /Modified Enhanced Community Quarantine (MECQ) / General Community Quarantine (GCQ) periods are likewise extended until September 30, 2020. All other permits/certificates/authorizations issued by PPA/PMOs that are expiring or have expired during the said periods are also deemed extended until September 30.

Extension of Rental and Concession Fee Payment and Staggered Payment covering the period March 15, 2020 to July 31, 2020

Per PPA Memorandum Circular No. 17-2020, all qualified PPA lessees and port terminal operators are granted a minimum of 30-day grace period on rental dues and concession fees falling within the Enhanced Community Quarantine period. The 30 calendar days shall reckon from the last due date of the rent or concession fee falling within the ECQ period.

Additionally, lessees who were not able to pay the monthly rentals for the period March 15, 2020 to July 31, 2020 shall have the option to pay the cumulative rents in monthly installment for five (5) months starting August 2020 up to December 2020 without interests and penalties. The lessee shall execute a promissory note or letter indicating his/her intention to pay in installment.

Waiver/Reduction of Port Fees and Charges for the Grand Send-off of the Hatid Tulong Program

In cooperation with the government’s humanitarian initiative (Hatid Tulong Program) to facilitate stranded citizens in Metro Manila to go back to their home provinces in Visayas and Mindanao, the PMO MO/C adopted the Authority’s directive on waiving and reduction of port charges for the Locally Stranded Individuals (LSIs), vehicles and RO-RO vessels forming part of the said Program. This directive is also implemented in the Terminal Ports of Balingoan and Camiguin.
